Education Training Specialist (TMS Domain Manager)

The responsibilities for this position involve daily use of VA's Talent Management System (TMS) and include, but are not limited to, the task listed below. Conduct needs analysis using surveys and other methods to identify gaps in knowledge about how to use TMS and other training programs Analyzes information obtained from surveys and submit recommendations to supervisor regarding gaps and training plans Evaluate short and long-range VACO and VISN 7 TMS and other requirements, review staff training compliance rates, and notify supervisors accordingly Evaluate training mandates and set up TMS Assignment Profiles that will satisfy data needs of these mandates Develop and implement continuing education programs for TMS Coordinators and other assigned topics Consults with employees on how to develop training content that can be delivered in TMS and in other formats Provide one-on-one and classroom training on how to use advanced and basic TMS features and other assigned topics Develop virtual/e-trainings on how to use key TMS features Develop surveys in TMS that measure program effectiveness Serve on relevant Education Service and/or facility-wide training committees as assigned Develop innovative TMS program activities to address special educational needs that have not been satisfied by traditional educational methods Reviews available resources and TMS educational materials for appropriateness and select or modify these materials to address existing educational problems and needs Prepares internal office instructions governing TMS local training development programs Review, analyze and evaluate TMS training courses and programs to assess their quality and effectiveness. Monitor current TMS educational activities to ensure compliance with strategic plan and identify activities for revision when evaluations indicate true needs are not being met Works with supervisors, managers and Section Chiefs to resolve discrepancies or conflicts with established TMS training policies Provides consultation and assistance in implementation of performance improvement activities with regarding to TMS requirements Serve as a liaison on TMS issues to facility staff, peers, the Employee Education System (EES), Community of Practice groups, and other field units as well as universities, colleges and the comunity Represent the VAMC at various location, regional or national TMS education and professional meetings Provide analytical reports on employee training history in TMS as requested by various parties (EEO manager, The Joint Commission, etc.) Ensure TMS help desk tickets are resolved in a timely manner. Help Desk tickets include but are not limited to the following topics:
transfer TMS accounts from other VA facilities, re-activate TMS accounts as instructed when users complete Privacy training requirements; reset passwords, run completion reports for various TMs trainings, create new TMS course offerings based on requests from employees, setup new accounts for VA Contractors and Work Without Compensation (WOC) staff, setup transfer TMS accounts for VA Contractors, credit course completions, issue TMS Administrator keys when requirements have been met, conduct recurring training on TMS topics, add or remove TMS courses as required, update employees' supervisor or service line as directed, deactivate TMS accounts for employees who transfer or otherwise leave this VAMC, reconcile duplicate TMS accounts, troubleshoot TMS/SkillSoft errors, etc. Assist with New Employee Orientation activities as assigned Performs duties as an Education Service Contracting Officer Representative Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

The incumbent must have a current, valid driver's license. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Undergraduate and Graduate Education with major study in education or a subject area related to this position. OR You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Teaching or instructing in an adult education program, secondary school, college, or military installation; supervising or administering a training program; work in the occupation of the position to be filled that required training or instructing others on a regular basis. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully obtained master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
