Engility has an immediate need for an experienced, energetic professional to proactively capture new business on SPAWAR Atlantic IDIQ contracts. This newly created
position
will report to the responsible Account Director in Charleston, SC.

This role is tightly focused on achieving Engility's growth expectations through winning new business at the task order level. The successful candidate will: develop customer and subcontractor relationships in support of the company's growth strategy; identify and qualify new business consistent with the company's existing capture management discipline; support the development and maintenance of repeatable proposal development procedures/artifacts tailored to best practices for the specific IDIQ contract; lead and collaborate with matrixed team(s) to develop the winning proposal response; and, ensure submissions are compliant to all bid requirements inclusive of those specified as part of the IDIQ umbrella contract. The candidate will interface throughout the corporation to help achieve the team's annual business plan objectives. Representative initiatives include:
Lead Engility's capture and proposal efforts for specific Task Orders, inclusive of interfacing with the customer(s), teammates and meeting internal requirements
Establish a robust opportunity pipeline, make Bid/No Bid recommendations and champion bids through gate reviews
Source SME support from within the corporation and industry partners to develop a winning proposal
Author sections of each Task Order proposal, as appropriate.
Support fulfillment of IDIQ umbrella reporting requirements such as collecting metrics and issuing related contractual reports, participation in contract-required meetings, overseeing the maintenance of the contract-defined websites as required, etc.
Lead the formation of IDIQ specific collateral materials, as appropriate.
Participate in the formation of Engility best practices, proposal artifacts and training for utilization across other IDIQs
Respond to Past Performance and surge support requests, as needed, on the enterprise's other bids

Provide leadership and capture process mentorship to colleagues within the broader enterprise
Requirements
Must possess well-established business relationships in the SPAWAR Atlantic Government and industry
community
Proven ability to engage customers at all levels in order to: elicit customer needs; present corporate capabilities; assess competitive position; develop win strategy; and define responsive service offerings
Proven record of developing and executing win strategies, and developing winning proposals on quick turn task order bids
Superior knowledge of contracting and acquisition in the Government
services
market, specifically Navy and Marine Corp acquisition
Accomplished, hands-on experience in successfully developing a new business pipeline, and maturing opportunities from qualification through proposal submission
Hands on experience with BD, capture and proposal collaborative tools, such as GovWinIQ
Effective at identifying, selecting and negotiating with subcontractors as part of the win strategy
Excellent interpersonal, communication, customer relationship skills
Exemplary work ethic, judgment and independent initiative attuned to meeting deadlines
Highly effective organizational abilities, writing skills and keen attention to detail
Goal-oriented while highly responsive to rapidly changing priorities
Proficient in the appropriate treatment of sensitive and company proprietary information
US citizen with the ability to obtain and maintain a DoD Secret clearance
BS/BA with minimum 7 years relevant experience in Business Development, Capture Management or Operations.
Successful candidates must have a proven track record of successful capture management over the last three years
Possession of a directly related postgraduate degree may be substituted for 2 years of required experience.
Possession of directly relevant certifications may be substituted for 1 year of required experience each.
Minimal travel, as required
Estimated Salary: $20 to $28 per hour based on qualifications.
